BJA’s National Officer Safety Initiatives Program addresses a priority of the DOJ and through this award program will fund innovative approaches to augment law enforcement safety in three key areas: law enforcement suicide, traffic safety, and a national public awareness and education campaign. The following activities will be accomplished under these awards: 1) the consortium to prevent law enforcement suicide will examine the threats and issues surrounding law enforcement suicide and design recommendations and solutions to address them; 2) the law enforcement traffic safety program will develop a TTA program to address various issues related to law enforcement traffic safety and the causes of law enforcement injuries and deaths; and 3) the Supporting the Blue public awareness campaign will develop and implement a national campaign using all forms of media to educate the public about law enforcement and promote support and positive messaging about our nation’s officers.

The purpose of Category 2 is to develop and deliver a national training and technical assistance program to state, local, and tribal law enforcement that is focused on providing TTA on the many issues related to law enforcement traffic safety.

Police Foundation is partnering with the Institute for Intergovernmental Research (IIR) to provide training to state, local, and tribal law enforcement on a wide variety of traffic safety issues identified through research and data - executive, supervisor, and line officer traffic safety training as well as Train-the-Trainer. They will assist law enforcement agencies in enhancing safety through technical assistance on policies, procedures, and training and they will deliver informational resources to improve awareness among agencies on traffic safety. They will focus on individual behavior, leadership and organizational change and will provide on-site and online training. Additional in-depth training on specific topics may also be available as technical assistance. They will develop a traffic safety education and awareness campaign and will use BJA’s existing VALOR Initiative network as a way to deliver the campaign and promote training and resources. They will also explore the use of Police Foundation’s recent innovations in dissemination using the Amazon Alexa platform to promote officer safety. To inform the trainings and products, they will establish work groups that may be composed of: law enforcement tactical and policy experts (including from rural & urban policing environments), researchers, experts from corporate entities such as UPS or FedEx, federal representatives from agencies such as National Highway Traffic Safety Administration (NHTSA), and other participants from law enforcement organizations such as the National Law Enforcement Officers Memorial Fund (NLEOMF), National Sheriffs’ Association (NSA), the IACP, and Below100.
