Description of original award (Fiscal Year 2019, $5,500,000)

Authorized by the Prison Rape Elimination Act (PREA), the National PREA Resource Center (PRC) supports PREA implementation efforts nationwide as outlined in the Notice of Final Rule to Prevent, Detect and Respond to Prison Rape. The PRC reflects a unique collaborative partnership among a wide array of national, state, and local stakeholder organizations that represent adult prisons, jails, and lockups; juvenile corrections; community corrections; tribal confinement facilities; and inmate, youth, and victim advocacy groups. The overarching, ongoing responsibility of the PRC is to work with the Bureau of Justice Assistance (BJA) and the Department of Justice (DOJ) to ensure that the progress made toward the implementation of the PREA standards continues, and that the commitment to the elimination of sexual abuse and sexual harassment in confinement settings increases and becomes institutionalized in state, local, and tribal jurisdictions across the nation. Program funds will be used to deliver strategic support and training to state, local, and tribal corrections and law enforcement professionals, victim advocates, and other key stakeholders working to eliminate sexual abuse in confinement, and implement the National PREA Standards.

Impact Justice will operate the National PREA Resource Center. They will provide strategic support and comprehensive training and technical assistance to state, local, tribal, and law enforcement agencies in order to assist their efforts to implement the National PREA Standards. The goals of the PREA Resource Center are to expand and enhance current efforts to prevent, detect, and respond to prison rape, create and enhance the PREA audit process, provided training and technical assistance to the field to promote PREA implementation, build comprehensive communication and outreach strategies to support PREA implementation, and support the work DOJ’s PREA Working Group.
