Description of original award (Fiscal Year 2019, $150,000)

The Department of Justice developed a comprehensive and coordinated approach for tribal governments to apply for funding to reduce and prevent crime and victimization. Through this process, the Department's existing tribal government-specific programs are included in and available through a single Coordinated Tribal Assistance Solicitation (CTAS). Through this solicitation, only one application was accepted from each federally recognized tribe to encourage comprehensive assessments of need and planning. Each tribe could apply for funding under up to ten purpose areas, which included funding from the Office of Community Oriented Policing (COPS), Office of Justice Programs (including the Bureau of Justice Assistance, Office for Victims of Crime and Office of Juvenile Justice, and Delinquency Prevention), and Office on Violence Against Women. The tribe had the flexibility to select the purpose areas whose funding addressed the needs of the tribe as outlined in its tribal and community profile. There were ten purpose areas in total, and Purpose Area 2 was dedicated to the Comprehensive Tribal Justice Systems Strategic Planning Program.

Through the Comprehensive Tribal Justice Systems Strategic Planning Program, grantees were encouraged to apply for funds to support efforts related to engaging in comprehensive strategic planning to improve tribal justice and community wellness and safety including activities outlined in the Tribal Law and Order Act (TLOA), such as strategic planning and the development of a Tribal Action Plan (TAP). Funds will be used by the grantee to engage in a data-informed planning process to develop a written strategic plan that will identify the priority needs facing the grantee's justice system and outline a detailed, strength-based strategy which could include law enforcement; courts; community corrections; alternatives to incarceration; tribal jails programming; crime victims' rights and services, including services to promote safety for victims of domestic violence, dating violence, sexual assault, and stalking; programming to serve juvenile justice needs from prevention through reentry; and community resources to support alternatives to incarceration and offender reentry.
