Description of original award (Fiscal Year 2020, $1,000,000)

The purpose of the FY 2020 Innovations in Reentry Initiative (IRI): Building System Capacity and Testing Reentry Strategies program is to help jurisdictions assess their reentry system, identify strengths and gaps, and then implement improvements to enhance the effectiveness of their reentry system or to implement or enhance a reentry program to reduce recidivism.

The County of Pennington will use funds to enhance its existing program Rebound, which allows individuals who are currently incarcerated or recently released from incarceration to access case management services as they reenter the community. The County will identify system gaps in the Rebound program; determine how to fill those gaps; and implement improvements to enhance the effectiveness. The target population will be offenders in Pennington County who are addicted to illicit drugs or alcohol and are at substantial risk for reoffending or failing to complete a less-intensive program, such as standard probation or pretrial supervision without intensive case management. The program design will be quasi-experimental, and serve 400 individuals in the treatment group, and 400 individuals in the control group over the project period.
