Authorized under the Prison Rape Elimination Act, the FY20 PREA Program: Implementing the PREA Standards, Protecting Inmates, and Safeguarding Communities will assist confinement facilities and the agencies that oversee them in implementing prevention, identification, and response mechanisms that reduce the incidence of sexual abuse in these facilities, and to promote compliance with the PREA standards. Program funds will be used to support efforts of state, local, and tribal jurisdictions to prevent, detect, and respond to sexual abuse in confinement facilities covered by the PREA standards; promote comprehensive implementation of the standards; and enhance community safety by decreasing the likelihood that inmates, residents, and detainees are sexually victimized in confinement facilities prior to release.
The goal of the project is to strengthen a culture within the Carroll County criminal justice system to adhere to the principals of an environment free from sexual harassment and abuse. This will be accomplished through the following: (1) undergo an unbiased examination of the policies/procedures; (2) hire an investigator to assist in reviewing past/current investigative files, ensuring placement decisions are made on an individual basis, conducting unannounced rounds for quality control, and recommending facility and staffing needs; (3) train staff on PREA compliance and develop an environment and culture that prevents such incidents from occurring; and, (4) facilitate a victim-centered approach by ensuring that through solid policies/procedures, training/support for clinical staff, CCDOC inmates get the care they need to ensure their safety.
