The Improving Reentry for Adults with Substance Use Disorders Program improves provision of services to offenders with substance use disorders when they leave incarceration to reenter the community, which in turn will help to reduce recidivism, promote public safety and recovery.
The purpose of the program is to enhance corrections systems ability to address the substance use treatment needs of offenders in order to reduce recidivism, promote recovery, and, in the process, to improve public safety and public health.
Essex County will use funds to support their Opioid Recovery and Behavior Change (ORBC) Project. ORBC partners with two national community-based organizations: Roca and UTEC to create comprehensive pre and post-release programming to help high-risk young people in Essex County change critical behaviors and break the cycles of incarceration and substance use. Young adults will be eligible for a variety of programming behind the walls, including: Alternatives to Violence, Drug & Alcohol Treatment, Medicated Assisted Treatment, Parenting, Community Based Therapy, and Pre-trial Diversion Treatment. ORBC will serve 200 to 250 young people ages 18-24 with ongoing substance abuse issues who are at high risk for recidivism.
