Law Enforcement National Initiatives: Improving Responses to Criminal Justice Issues Competitive Grant Announcement focuses on national initiatives that align with the Project Safe Neighborhoods Initiative to improve the functioning of the criminal justice system, specifically by (1) providing training to enhance and improve the capacity of local jurisdictions to address violent crime and increase public safety; (2) training to communities to address victim and witness intimidation; (3) training to strengthen the investigative function of law enforcement agencies; and, (4) coordinating activit

RISS is composed of six regional centers and the RISS Technology Support Center (RTSC). The RISS Program works regionally and on a nationwide basis to respond to the unique crime problems of each region while strengthening the country's information sharing environment. More than 9,000 local, state, federal, and tribal law enforcement and public safety agencies are members of RISS. RISS offers secure information sharing and communications capabilities, critical analytical and investigative support services, and event deconfliction to enhance officer safety.

The goals of this solicitation are to: 1) Prosecute violent crime cold cases where a suspect has been identified and 2) Decrease the number of unresolved violent crime cold cases.

The Strategies for Policing Innovation (SPI) National Training and Technical Assistance (TTA) Program provides resources and opportunities to enable police agencies to identify and define their most pressing crime problems and institute lasting operational and organizational changes that foster reliance on and effective use of evidence-based practices, data, and technology.

The fiscal year (FY) 2019 Body-Worn Camera Policy and Implementation Program (BWC PIP) directly supports key priorities of the Department of Justice by promoting the safety of law enforcement officers and citizens and capturing an unbiased recording of police interactions with the public. BWCs can provide critical visual and audio records of interactions.

The PREA Statute of 2003 requires the Department of Justice to provide grant funding to state, local, and tribal jurisdictions to prevent, detect, and respond to prison rape. The PREA Demonstration Grant Program provides resources to eligible applicants for demonstration projects within confinement settings, including adult prisons and jails, juvenile facilities, community corrections facilities, law enforcement lockups and other temporary holding facilities, and tribal detention facilities.

This program will fund eligible states and units of local government that will inventory, track, and report the status of sexual assault kits (SAKs).

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program assists states and local governments to develop and implement substance abuse treatment programs in state, local, and tribal correctional and detention facilities. Funds are also available to create and maintain community-based aftercare services for offenders.

The BJA Tribal Justice CTAS Training and Technical Assistance Solicitation supports BJA’s comprehensive approach to deliver training and technical assistance (TTA) to federally recognized Indian Tribes.

This competitive grant will select up to two providers to deliver TTA services to state and local governments. The role of selected TTA providers is to assist BJA JAG grantees and other state and local jurisdictions in accomplishing the goals of the initiative. Additionally, the selected TTA providers are responsible for responding to grantee requests for assistance and for advancing the state of knowledge about their respective subject(s).

The National Public Safety Partnership (PSP or "the Partnership"), administered by BJA, is designed to enhance the capacity of state, tribal, and local law enforcement and prosecutors in jurisdictions experiencing a precipitous increase in violent crime to enhance public safety by introducing a new framework of federal/local collaboration.

Funding through this program will be used to assist in defraying the costs associated with postconviction DNA testing in cases of violent felony offenses (as defined by State law) in which actual innocence might be demonstrated.

The purpose of this announcement is to select one TTA provider to deliver, nationwide, a wide range of TTA services to SAKI grantees; however, given the complexity and diversity of the tasks applicants are strongly urged to partner with other relevant providers.

The purpose of the Adult Drug Court TTA Program is to assist operational adult drug treatment court programs in the development and implementation of improved program practices for increased program effectiveness and long-term participant success.

The purpose of this program is to provide state, local, and tribal prosecutors with information, resources, and training and technical assistance (TTA) to develop effective strategies and programs to address violent crime. Prosecutors are leaders within the criminal justice system who possess an enormous responsibility within the criminal justice system. Accordingly, they are well positioned to bring the police, the community, and local agencies together to combat violent crime in their jurisdictions.

The ADC Discretionary Grant Program provides financial and technical assistance to states, state courts, local courts, units of local government, and federally recognized Indian tribal governments to develop and implement drug courts and veterans treatment courts. BJA is accepting applications for grants to either establish new drug courts or enhance existing drug court programs using evidence-based principles and practices.

SAKI, administered by BJA, is a competitive grant program that provides funding to support multidisciplinary community response teams to inventory, track, and test previously unsubmitted SAKs; collect and test lawfully owed DNA from offenders/arrestees; produce necessary protocols and policies to improve collaboration among laboratories, police, prosecutors, and victim service providers; provide resources to address the sexual assault investigations and prosecutions that result from evidence and CODIS hits produced by tested SAKs; and optimize victim notification protocols and services.

BJA seeks national training and technical assistance providers and subject experts to help state, local, and tribal jurisdictions pursue a state-level Justice Reinvestment Initiative (JRI) approach, or apply key principles of the JRI approach—data-driven problem analysis and evidence-based solutions—to identify and respond to local crime and other public safety challenges.
