BJA seeks applications for the Byrne Criminal Justice Innovation Program.

BJA is seeking applications to provide national training and technical assistance to local and tribal partners to plan and implement place-based, community-oriented strategies to address neighborhood-level crime issues as part of a broader neighborhood revitalization or redevelopment initiative. Byrne Criminal Justice Innovation (BCJI) resources will target neighborhoods that generate a significant proportion of crime or type of crime within the larger community or jurisdiction.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for the FY 2018 National Initiatives: Preventing Violence Against Law Enforcement Officers and Ensuring Officer Resilience and Survivability (VALOR) Initiative.

This program seeks to improve the quality and timeliness of forensic science and medical examiner services, including services provided by laboratories operated by states and units of local government.

Funding through this program will assist in defraying the costs associated with postconviction DNA testing in cases of violent felony offenses (as defined by State law) in which actual innocence might be demonstrated.

The U.S. Department of Justice (DOJ), Office of Justice Programs' (OJP) Bureau of Justice Assistance (BJA) is seeking applications for the State and Local Anti-Terrorism Training and Technical Assistance Program. This program will further the Departments domestic counter-terror efforts and law enforcement agencies to prevent acts of terror in their jurisdictions. This training will emphasize that constitutional rights, civil liberties, civil rights, and privacy interests must be protected throughout the intelligence process.

The Innovative Prosecution Program seeks to encourage exploration of new solutions to public safety concerns, as well as internal operations and organizational structure, while employing research partners at the problem definition stage through assessment of strategies and solutions.

This program will address strengthening the Medical Examiner-Coroner system in two project areas, by: 1.) Increasing the number and quality of board-certified forensic pathologists who choose the forensic pathology sub-specialty. 2. Assisting ME and Coroner offices achieve accreditation through a recognized accreditation body.

The Edward Byrne Memorial Justice Assistance Grant Program (JAG), administered by BJA and authorized under Public Law 109-162 (see page 136), is the leading source of federal justice funding to state and local jurisdictions. The JAG Program allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions.

Applications will be submitted under this solicitation to continue AAG-approved previously competed projects which continue to have an impact in furthering BJA'€™s mission to reduce unnecessary incarceration and to improve reentry and recidivism outcomes for justice-involved individuals.

One pressing challenge facing our criminal justice system today is the recruitment and retention of qualified prosecutors and public defenders, who serve everyday to ensure that our communities are protected, the rule of law is upheld, and the rights of the citizenry are safeguarded. Both prosecutor and public defender offices consistently find it difficult to attract and retain talented attorneys. Driven by educational debt, attorneys interested in public interest law often forego opportunities to work in these offices in order to seek more lucrative private sector positions.

The National Center will assist BJA to coordinate and build upon existing assets and resources to serve police agencies and their mental health and social service partners. Many of the resources that BJA offers, can be adapted and maximized with specific training and technical assistance for implementation. Without TTA, agencies must implement resources in the community without specific guidance, planning, assessment, contextualization and knowledge and guidance about best practices in implementation.

The DHS Office of Intelligence and Analysis (I&A) and DOJ, in partnership with the Office of the Director of National Intelligence (ODNI); the FBI; and experts from the state and local communities— including the Global Justice Information Sharing Initiative (Global) and the Criminal Intelligence Coordinating Council (CICC)—have worked together to facilitate the development of SLTT intelligence and analytic capabilities.
