The Bureau of Justice Assistance is authorized to distribute funds to help offset the costs of an adequate response to an uncommon situation which requires law enforcement, which is or threatens to become of serious or epidemic proportions, and with respect to which state and local resources are inadequate to protect the lives and property of citizens, or to enforce the criminal law.
This solicitation provides funding to offset costs in response to the law enforcement emergencies that occurred in Buffalo, New York, on May 14, 2022, and in Memphis, Tennessee, on September 7, 2022.

The New York State Division of Criminal Justice Services and Tennessee Department of Finance and Administration are the eligible applicants for this solicitation.
