This second edition of the U.S. Justice Department's Bureau of Justice Assistance's (BJA's) Newsletter of its Comprehensive Opioid Abuse Program (COAP) presents profiles of selected COAP-funded programs, along with data and resources pertinent to COAP grantees.
The overall purpose of the COAP Newsletter is to provide articles, resources, and training announcements for the purpose of supporting and informing individuals and entities engaged in efforts to counter America's opioid crisis. It first profiles the efforts under Erie County's (New York) COAP grant to support local law enforcement efforts to expand an opioid overdose outreach program. In 2016, 301 residents of Erie County died due to an opioid overdose. In addressing this epidemic, the county established the Erie County Opiate Epidemic Task Force, whose mission is to provide a framework for organizations and individuals involved in combating opioid overdoses to collaborate, develop, and share best practices, education, and prevention efforts. These efforts and their effects are described, along with future plans to counter the opioid epidemic. In addition to the Erie County program, the Newsletter presents background information and projected benefits for a BJA funding effort for an "initiative to build bridges between jail and community-based treatment for opioid-use disorder." The application procedure for this funding is described. The Newsletter also includes a description of Wisconsin's Addiction Consultation Provider Hotline, which is classified as an "Innovation in the Field." In addition, the Newsletter provides maps and data to show opioid overdose death rates by state, as well as a summary of such data for 2017. A description of "COAP Training and Technical Assistance (TTA)" focuses on the Peer Recovery Support Services Mentoring Initiative, which is suggested as an addition to substance abuse intervention and treatment strategies. The Newsletter concludes with summaries of training resources related to COAP's mission.
