A Second Chance Act Program

Overview

The Improving Adult and Youth Crisis Stabilization and Community Reentry (CSCR) Program is one of the Second Chance Act (SCA) programs supported through the Bureau of Justice Assistance (BJA).

The CSCR Program supports cross-system collaboration between criminal and juvenile justice agencies, mental health and substance use agencies, community-based organizations that provide reentry services, and community-based behavioral health providers to improve clinical stabilization pretrial and during confinement, and support continuity of care and recovery during the transition to the community through clinical and other evidence-based activities or services for individuals with serious mental illness, substance use disorders, and co-occurring disorders. 

The objective of this program is to support cross-system collaboration between criminal and juvenile justice agencies, mental health and substance use agencies, community-based organizations that provide reentry services, and community-based behavioral health providers to improve clinical stabilization pre-trial, during confinement, and support continuity of care and recovery support during the transition to the community for individuals with serious mental illness, substance use disorders, and co-occurring disorders through a combination of: 

  • Training and education.
  • Modifications to administrative or clinical processes.
  • Partnerships among system stakeholders.
  • Increased access to evidence-based crisis stabilization, treatment, and recovery support services.
  • Strengthened crisis response services in the community.

Training and Technical Assistance

In support of SCA grantees around the country, the BJA-supported National Reentry Resource Center works collaboratively with SCA technical assistance providers. These agencies provide on- and off-site training and technical assistance (TTA) to the government agencies and nonprofit organizations that receive grants under the provisions of the SCA.

Additionally, BJA’s National Training and Technical Assistance Center provides no-cost TTA on a variety of criminal justice topics to improve the knowledge and skills of criminal justice professionals. Agencies interested in receiving TTA can submit a request through an online application.
