National Reentry Resource Center and Second Chance Act Technical Assistance

A Second Chance Act Program

Overview

The Office of Justice Programs funds and administers Second Chance Act (SCA) grants, with the Bureau of Justice Assistance (BJA) awarding SCA grants serving adults and the Office of Juvenile Justice and Delinquency Prevention awarding SCA grants serving youth.

The National Reentry Resource Center (NRRC) was established through SCA in 2009 and serves as a primary source of information and guidance in adult and juvenile reentry. The NRRC works with SCA grantees and technical assistance providers, as well as top researchers and practitioners, to develop resources and tools that assist jurisdictions in implementing evidence-based, data-driven strategies to improve reentry and reduce recidivism.

The NRRC serves as a centralized online location for reentry information and learning opportunities for various audiences and includes a mechanism for online technical assistance. The NRRC also provides a no-cost helpline to support questions about reentry policy, practice, and available resources.  

Training and Technical Assistance

In support of SCA grantees around the country, the NRRC works collaboratively with SCA technical assistance providers. These agencies provide on- and off-site training and technical assistance (TTA) to the government agencies and nonprofit organizations that receive grants under the provisions of the SCA. 

Additionally, BJA’s National Training and Technical Assistance Center provides no-cost TTA on a variety of criminal justice topics to improve the knowledge and skills of criminal justice professionals. Agencies interested in receiving TTA can submit a request through an online application.
