Description of original award (Fiscal Year 2024, $244,853)

The Northern Ohio Violent Crime Consortium (NOVCC) PSN strategy is guided by data-driven decision making, collaboration, and implementation of evidence-based practices. In response to the violence in the eight cities, the NOVCC will use a range of targeted responses to create safer communities. In addition, NOVCC will continue to operate the Regional Crime Analysis Task Force (CATF) working collaboratively to share, access, and exchange as much information, databases, and reports/bulletins as operations permit; identify and utilize technology that prevents and/or responds to violent crime; implement strategies that expand regional crime analysis; and strengthen the skills of crime analysts. 
 
Primary Activities: PSN funds will be used to implement evidence-based violence reduction demonstration projects, support CATF activities, oversee fiscal management and reporting, and collect data on NOVCC Project Safe Neighborhoods (PSN) activities. The NOVCC will continue to coordinate federal, state, and local law enforcement, engage community stakeholders, and implement activities that address all four PSN design features, with a focus on focused and strategic enforcement and accountability.  
 
Outcomes: Process outcomes that will be realized include the following: 1) management team coordination, oversight, and consultation; 2) wide-ranging communication and engagement of relevant stakeholders; 3) implementation of eight focused and strategic enforcement demonstration projects designed to prevent or reduce violent crime; 4) training on a range of topics that enhance knowledge and skills and support PSN activities; 5) the annual PSN kick-off educational and planning session; 6) data collection, analysis, and evaluation; and 7) operation of the CATF.    
 
Service Area: The eight NOVCC cities will be the geographical focus of the PSN strategy. These cities were originally selected as NOVCC partners due to their population size and crime rates.  
 
Beneficiaries: The NOVCC agencies work together using a regional approach to reduce violent crime through data-sharing and evidence-based solutions. Not only do the NOVCC agencies benefit from this collaborative approach, but the community in general and related stakeholders also benefit from efforts to understand, prevent, and respond to violent crime. 
 
Subrecipients: The PSN funding is distributed among eight local police departments which support implementation and assessment of demonstration or pilot projects and the CATF. If successful, cities assess whether the demonstration project should be expanded and employed on a long-term basis in their communities.
