The disparate jurisdictions of the city of Laredo and the county of Webb will submit a joint application for the FY2024 Edward Byrne Memorial Justice Assistance Grant (JAG) Program for communication support staff improvement and equipment. Specifically, the city of Laredo will utilize $28,733.50 of JAG funds for the partial salary of a network specialist as part of the Laredo Police Department – Information Technology Division (ITD) to bolster communications operations and network system security. The county of Webb will acquire $28,733.50 for Webb County Sheriff’s Office to focus on needed equipment to expand organizational capacity and enhance department operations.

Webb County Sheriff’s Office Operations Enhancement

Goals of the Project—

To enhance the City of Laredo Police Department telecommunications and network security;

To improve law enforcement capabilities of the Webb County Sheriff's Office;

To improve operational capabilities for law enforcement to enhance response to international border and local public safety services in the Laredo/Webb County geographic area through the provision of said equipment for the Webb County Sheriff’s Office;

To provide access to equipment and technology for law enforcement, juvenile services, courts and prosecutions, and correction facilities of the Webb County Sheriff’s Office.

Objective 1. To upkeep radio and data communication 24/7/365 for local channels and to keep communication with all local, state, and federal law enforcement agencies.

Objective 2. To maintain and manage the network to protect the department against internal and external security risks.

Objective 3. To increase operational capacity of Webb County Sheriff’s Office in the form of equipment and supplies for the Webb County Sheriff’s Office representatives.

Objective 4. To provide necessary equipment for officers to respond safely and adequately to crimes within the Laredo/Webb County geographic area.

Description of Strategies to be Used—

Through the utilization of the grant, the Laredo Police Department will enhance the Information Technology Division (ITD) by reinforcing communication staff to ensure that all tele communication systems are transmitting properly and securely, not only within the department, but to other state and federal agencies as well. Through the utilization of grant-procured equipment and supplies at various divisions, the Webb County Sheriff's Office will be able to better manage operations, increase safety for the public and officers, increase transparency and accountability; increase management capacity to provide an enhanced working environment, and to deliver improved public services at and by the Webb County Sheriff’s Office. Overall, citizens of the Laredo/Webb County community will be provided with enhanced law enforcement services in the international South Texas border area.
