Description of original award (Fiscal Year 2010, $800,000)

The Indian Alcohol and Substance Abuse Training and Technical Assistance Program (IASAP) (established by Pub. L. 106-553), administered by the Office of Justice Programs' (OJP) Bureau of Justice Assistance (BJA), provides support to federally recognized tribal governments to plan, implement, or enhance tribal justice strategies to address crime issues related to alcohol and substance abuse. The Indian Alcohol and Substance Abuse Training and Technical Assistance Program aims to improve the functioning of tribal justice systems by providing assistance to tribal jurisdictions in responding to alcohol- and substance abuse-related crime. Throughout the criminal justice system, there are demonstrably higher rates of substance abuse among offenders than among the general population.

The Criminal Justice Center for Innovation (CJCI) at Fox Valley Technical College (FVTC) will provide training and technical assistance (T/TA) for the IASAP to: 1) maintain and further develop a strong consortium of T/TA partners with diverse subject matter expertise and years of experience working in Indian country; 2) support IASAP grantees to successfully plan, implement and enhance justice-system-wide responses to alcohol and substance abuse-related crime, violence, and victimization; and 3) gather data and document Indian Country-specific responses, strategies and best-practices.

FVTC will lead the project consortium which is comprised of eleven agencies and organizations. Topic-specific training programs, conference workshops, and onsite technical assistance will provide tools to enhance the capacity to manage the process of program development and management (grant management, forming partnerships, gathering and reporting data, etc.) in addition to building skills and teach strategies in content-specific areas (wellness courts, community corrections, reentry, drug trends, etc.).
