Proposal to Serve as Program Oversight, Coordination and Outcome Assessment (OCOA) Provider for the Criminal Justice Improvement and Recidivism Reduction through State, Local, and Tribal Justice Reinv

The purpose of the FY 2011 Criminal Justice Improvement and Recidivism Reduction Competitive Grant Program is to continue implement the Justice Reinvestment (JRI) model. JRI refers to a data-driven model that: (1) analyzes criminal justice trends to understand what factors are driving the growth in jail and prison populations; (2) develops and implements policy options to manage the growth in corrections expenditures, generates savings in public revenues, and increases the effectiveness of current spending and investment to increase public safety and improve offender accountability; (3) reinvests a portion of the savings into the justice system to further reduce corrections spending and into the community to further prevent crime; and (4) measures the impact of the policy changes and reinvestment resources and holds policymakers accountable for projected results.

The Urban Institute will continue to achieve three critical goals: (1) coordination among JRI TA providers; federal and private partners; and key stakeholders; (2) adherence to the JRI model among the grantees; and (3) objective assessment of grantees' progress, outcomes, and impacts. The Urban Institute will prepare a report that identifies the challenges and successes of JRI site grantees, and will assess which JRI strategies yield the greatest impact on public safety.

The purpose of the FY 2014 Solicited - Corrections Grant Program is to support the efforts of the Monitoring and Assessing the Justice Reinvestment Initiative model. The Urban Institute will continue to achieve three critical goals: (1) coordination among JRI TA providers; federal and private partners; and key stakeholders; (2) adherence to the JRI model among the grantees; and (3) objective assessment of grantees' progress, outcomes, and impacts.
