Description of original award (Fiscal Year 2012, $6,449,224)
The Edward Byrne Memorial Justice Assistance Grant Program (JAG) allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions. Grant funds can be used for state and local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, and information systems for criminal justice, including for any one or more of the following purpose areas: 1) law enforcement programs; 2) prosecution and court programs; 3) prevention and education programs; 4) corrections and community corrections programs; 5) drug treatment and enforcement programs; 6) planning, evaluation, and technology improvement programs; and 7) crime victim and witness programs (other than compensation).
Michigan intends to assist both state and local government with funding for projects that will assist with the Governor's Smart Justice initiative and provide needed assistance in areas which can offer outcomes most consistent with the goals of JAG. Program areas available for funding include multi-jurisdictional drug task forces, priority population drug courts, juvenile-focused community policing/community prosecution, data driven approaches to crime and traffic safety, and high crime cities prosecution efforts. Funds for multi-jurisdictional task forces must integrate federal, state, county and local law enforcement agencies and prosecutors for the purpose of enhancing interagency coordination and intelligence; Facilitate multijurisdictional investigations to remove mid- and upper-level narcotic offenders and related conspiracies and; Impact and assist in solving regional and local community drug and violent crime-related problems. This grant will fund 17 felony specialty courts (priority population drug courts) targeting prison bound offenders in the upcoming year. Funding will be used to address juvenile-focused community policing/community prosecution program areas designed to foster proactive, problem-oriented interventions to combat juvenile delinquency through youth-focused crime and drug prevention programs and activities. Funds will be used to fight crime and reduce traffic crashes/traffic violations by addressing data driven approaches to crime and traffic safety. These approaches will integrate location-based crime and traffic crash data to establish effective and efficient methods for deploying law enforcement and other resources. Funds will also be used to provide support to prosecuting attorneys in Flint, Saginaw, Pontiac, and Detroit to deal with violent crime and gun-related crime. The Michigan State Police will administer the grant and funds will be used to support grant-related travel, conferences, workshops, supplies, and contractual services.
