State of Hawaii FY 2012 Sex Offender Registration and Notification Act (SORNA) Reallocation Project

The Hawaii Department of the Attorney General will enhance programs designed to implement the Sex Offender Registration and Notification Act (SORNA) portion of the Adam Walsh Act (42 U.S.C. § 16901, et seq.). The Adam Walsh Act is designed to protect children and adults from sexual exploitation and violent crime, prevent child abuse and child pornography, promote Internet safety, and honor the memory of Adam Walsh and other crime victims. SORNA was enacted to protect the public from convicted sex offenders by establishing a comprehensive national system for the registration and notification of those offenders. To bring the state into compliance with SORNA's Frequency of Registration Requirement, this project will continue to enhance the Investigations Division Standard Operating Procedures for the Sex Offender Registration (SOR) Program, by implementing an in-person compliance check on each reported non-compliant sex offender and investigating and prosecuting those sex offenders who fail to comply with the registration requirement.

The goal of the state is to enhance compliance with SORNA's disclosure and information sharing requirement by creating and implementing web service applications that will improve the efficiency and accuracy of offender data information retrieval to substantially implement SORNA.
