Authorized by the Prison Rape Elimination Act (PREA), 42 USC 15601, et seq., the National PREA Resource Center (PRC) supports PREA implementation efforts nationwide as outlined in the Notice of Final Rule to Prevent, Detect and Respond to Prison Rape. The PRC reflects a unique collaborative partnership among a wide array of national, state, and local stakeholder organizations that represent adult prisons, jails, and lockups; juvenile corrections; community corrections; tribal confinement facilities; and inmate, youth, and victim advocacy groups. The overarching, ongoing responsibility of the PRC is to work with the Bureau of Justice Assistance (BJA) and the Department of Justice (DOJ) to ensure that the progress made toward the implementation of the PREA standards continues, and that the commitment to the elimination of sexual abuse and sexual harassment in confinement settings increases and becomes institutionalized in state, local, and tribal jurisdictions across the nation. The goals of the PRC are to create and enhance the PREA audit process, provide training and technical assistance related to PREA implementation, build comprehensive communication and outreach strategies to support PREA implementation, and support the work DOJ's PREA Working Group.

Impact Justice will use awarded grant funds to run the National PREA Resource Center to provide comprehensive training and technical assistance (TTA) to state, local, and tribal adult and juvenile corrections, and law enforcement agencies in order to assist their efforts to implement PREA standards and achieve sexual safety for inmates, residents, and detainees; and to assist BJA in the ongoing and successful nationwide implementation of the PREA audit. IJ will work under BJA to recruit, screen, train, and certify qualified auditors and support high quality audits through an ongoing quality improvement program involving data collection, analysis, and constant feedback to auditors. Certified auditors will complete continuing education requirements and be offered field training, mentoring by experienced auditors, and other learning opportunities. IJ will partner with the nation’s leading PREA TTA providers to respond to field-initiated TTA requests and focus targeted TTA resources at two key areas of identified need. It will provide support to BJA PREA demonstration site grantees and coordinate all TTA activities to ensure efficiency and maximum sharing of resources and information.
