This 2019 Annual Report of the National Motor Vehicle Title Information System (NMVTIS) covers its performance and activities for the period October 1, 2018 through September 30, 2019.
Abstract
As required by federal law, this report covers the system's performance and accomplishments, revenue, and expenses. During the year, NMVTIS continued to be the trusted source of state vehicle title and brand history data and junk, salvage, and insurance total loss information for stakeholders. This enables the NMVTIS to fulfill its purpose of protecting states and consumers (individual and commercial) from fraud; protecting consumers from unsafe vehicles; and reducing the use of stolen vehicles for illicit purposes, including the funding of criminal enterprises. During the reporting period, Oregon completed NMVTIS implementation, partially funded by a five-state grant program established in 2018. To support implementation for the remaining states, further funding was established and awarded to Idaho, Massachusetts, Maryland, and Vermont. These states have the goal of becoming participants by the end of the next reporting period. The American Association of Motor Vehicle Administrators (AAMVA), which administers the NMVTIS, and the U.S. Justice Department agreed to convene a workshop for representatives from all state user groups. Increasing stakeholder use of NMVTIS stimulated a re-evaluation and improvement of system efficiency, including the initiation of strategic goals and objectives for system modernization and preparations to move NMVTIS to the Public Cloud from the current Private Cloud environment. AAMVA proposed and obtained Department of Justice agreement to establish webinars on system activities, permanence, and plans. AAMVA continued working with the Department of Justice in finalizing a new Cooperative Agreement, since the current agreement expires December 31, 2019. 33 figures
