Harvard Civil Rights-Civil Liberties Law Review — "The Harvard Civil Rights-Civil Liberties Law Review (CR-CL) is the nation's leading progressive law journal. Founded in 1966 as an instrument to advance personal freedoms and human dignities, CR-CL seeks to catalyze progressive thought and dialogue through publishing innovative legal scholarship and from various perspectives and in diverse fields of study."

Institute for Intergovernmental Research (IIR) - The Institute for Intergovernmental Research is a “nonprofit corporation specializing in training, technical assistance, and research for criminal justice, homeland security, and juvenile justice issues.” IIR creates customized training and technical assistance programs in specialized fields relevant to fusion centers, including “intelligence gathering, grants administration, information sharing, and privacy concerns...”

National Consortium for the Study of Terrorism and Responses to Terrorism (START) - The National Consortium for the Study of Terrorism and Responses to Terrorism (START)is a “university-based research center committed to the scientific study of the causes and human consequences of terrorism in the United States and around the world.” START engages in research in the areas of   terrorist group formation and recruitment, terrorist group persistence and dynamics, and societal responses to terrorist threats and attacks.

The Naval Postgraduate School & the U.S. Department of National Criminal Intelligence Resource Center (NCIRC) — "The National Criminal Intelligence Resource Center (NCIRC) is funded by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA), BJA's overall goals are to reduce and prevent crime, violence, and drug abuse and improve the functioning of the criminal justice system. To achieve these goals, BJA programs emphasize enhanced coordination and cooperation of local, state, and federal efforts. BJA encourages the development and implementation of comprehensive strategies; provides training and technical assistance; reduces the availability of illegal weapons and develops strategies to address violence in our communities; enhances the ability of criminal justice agencies to access and use new information technologies; and encourages and supports evaluation of the effectiveness of funded programs and dissemination of program results in order to reduce and prevent crime and violence."
