Description of original award (Fiscal Year 2019, $7,299,962)
The Second Chance Act (SCA) of 2007 (Pub. L. 110-199) provides a comprehensive response to the large number of incarcerated adults and juveniles who leave prisons, jails, and juvenile residential facilities and return to communities. SCA directs the Department of Justice to provide for the establishment of a National Adult and Juvenile Offender Reentry Resource Center (NRRC). BJA and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) are collaborating closely on the implementation of the Second Chance Act, including administering funds for NRRC. Similarly, both BJA and OJJDP are working with the National Institute of Justice (NIJ) in support of the research and evaluation activities called for in the Second Chance Act.
The primary purpose and goal of the NRRC is to advance the reentry field by identifying and promoting evidence-based practices and supporting innovation. The objectives are to: 1) maintain a national presence and provide resources to criminal justice practitioners and Second Chance Act grantees via the NRRC website and serve as a reentry clearinghouse; and 2) advance knowledge and practice among grantees and criminal justice practitioners in specific topics that directly intersect with reentry, including tracking and reporting on jurisdictions that have implemented effective programs, have innovated, and have promising practices in these topics.
The American Institutes for Research in the Behavioral Sciences (AIR) will award funds to work with BJA and the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to operate the National Reentry Resource Center. AIR will provide TTA to SCA grantees, develop tools, enhance the NRRC website, and build relationships to significantly scale up the adoption and effective implementation of approaches that work to reduce recidivism and improve other reentry outcomes. AIR will enlist the voices of individuals with lived experience to advance its efforts. AIR will also utilize a knowledge management system to enable BJA and OJJDP to monitor and evaluate TTA effectiveness, grantee progress towards goals, and identify gaps and needs to inform future products and services.
