State recipients of JAG funding, except for the District of Columbia and U.S. Territories, have two types of pass-through requirements:
- the variable pass-through (VPT) requirement
The VPT rate is calculated annually by the U.S. Census Bureau and is then applied to the JAG state allocation to calculate the total amount of JAG funding that states are required to pass through to units of local government. - the “less than $10,000 jurisdictions” pass-through requirement
The “less than $10,000 jurisdictions” pass-through requirement is calculated as part of the annual JAG formula, based on the total amount of funding for ineligible units of local government, and added to a state’s annual allocation.

Beginning in fiscal year 2025, the VPT rate, required VPT pass-through amount, and required “less than $10,000 jurisdictions” pass-through amount are included in the state allocation chart posted on the JAG Allocations page.
