Applications will be submitted under this solicitation to continue AAG-approved previously competed projects which continue to have an impact in furthering BJA's mission to reduce unnecessary incarceration and to improve reentry and recidivism outcomes for justice-involved individuals.

The Global Justice Information Sharing Initiative (Global) is designed to engage the full range of criminal justice policymakers and practitioners in the development of innovative strategies to improve the justice information sharing (JIS) and technology capabilities of state, local and tribal agencies. In order to be effective, Global’s approach requires training and technical assistance (TTA) to adequately engage stakeholders; facilitate working groups and task teams; develop products and publications; and offer implementation support to the field.

The Adam Walsh Child Protection and Safety Act of 2006 established a penalty for jurisdictions that failed to substantially implement the Sex Offender Registration and Notification Act (SORNA) by July 27, 2011, and for any year thereafter. See 42 U.S.C.

PSN is designed to create and foster safer neighborhoods through a sustained reduction in violent crime, including, but not limited to, addressing criminal gangs and the felonious possession and use of firearms. The program's effectiveness depends on the cooperation and partnerships of local, state, tribal, and federal agencies engaged in a unified approach led by the U.S. Attorney (USA) in all 94 districts. Acting decisively at all levels-- federal, state, local, and tribal-- will help reverse a rise in violent crime and keep American citizens safe.

The Comprehensive Corrections Training and Technical Assistance Program provides comprehensive and high quality training and technical assistance (TTA) to BJA’s grantees and criminal justice practitioners to improve the delivery of correctional services and increase public safety by improving outcomes for people detained and incarcerated in correctional facilities.

The JRJ Grant Program (also referred to as the John R. Justice Student Loan Repayment Program or JRJSLRP) provides loan repayment assistance for local, state, and federal public defenders and local and state prosecutors who commit to continued employment as public defenders and prosecutors. To administer this program, BJA will fund the designated JRJ administering agency for each of the 56 states and territories to serve eligible recipients.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for funding for a new initiative designed to establish standards for the collection, analysis, and use of state- and local-level data in criminal justice policy and practice decision-making, including data-sharing protocols and resource allocation decisions.

Among its provisions, the STOP School Violence Act of 2018 authorized BJA to manage a grant program that would support efforts by state, local, and federally-recognized Indian tribes to prevent and reduce school violence.

The Justice and Mental Health Collaboration Program (JMHCP) supports cross-system collaboration to improve responses and outcomes for individuals with mental illnesses (MI) or co-occurring mental illness and substance abuse (CMISA) who come into contact with the justice system. This program supports officer and public safety and violence reduction through social service and other partnerships that will enhance and increase law enforcement responses to people with MI and CMISA.

The purpose of the FY 2019 Innovative Reentry Initiatives (IRI): Building System Capacity and Testing Reentry Strategies to Reduce Recidivism is to provide state and local jurisdictions and Indian tribes with the resources and training and technical assistance (TTA) necessary to identify assets and gaps in their reentry systems and to develop capacity and partnerships to provide services that prevent recidivism, reduce crime, and improve public safety in their jurisdictions.

This program focuses on high crime communities with concentrated distress and hot spots of crime and directly supports the Department's priorities to reduce violent crime (sometimes associated with gang activity), assist communities struggling with drug abuse, and support law enforcement officers by integrating officers and enforcement strategies into community-based crime reduction efforts.

The purpose of this program is to provide state and local community corrections agencies with information, resources, and training and technical assistance (TTA) on ways to improve supervision capacity and partnerships with other justice agencies to prevent recidivism and reduce crime in their jurisdictions. The Innovations in Supervision Initiative provides opportunities to increase community corrections agencies’ ability to reduce crimes committed by those supervised in the community.

The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their IP enforcement task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorney's Offices (USAOs).

The BJA Southwest Border Rural Law Enforcement Violent Crime Reduction Initiative is an innovative new program that seeks to provide resources, training, and technical assistance to rural law enforcement agencies along the Southwest Border to assist with the reduction of violent crime, including drugs and human traffickers. The initiative will include two areas of funding; (1) field based initiatives, and (2) a TTA initiative.

The Upholding the Rule of Law and Preventing Wrongful Convictions (URLPWC) Program is committed to protecting the integrity of the criminal justice system and the consistent application of due process for all. The URLPWC Program supports efforts by both conviction integrity or review units (CIUs) and wrongful conviction review entities (WCR entities) that represent individuals with post-conviction claims of innocence to review individual cases.

Second Chance Act Program for Improving Reentry for Adults with Co-occurring Substance Abuse and Mental Illness improves access to and delivery of services to offenders with co-occurring substance abuse and mental illness when they leave incarceration to reenter the community. The focus of the Program is to provide standardized screening and assessment; collaborative comprehensive case management; and pre- and post-release programming that address criminogenic risk and needs, including mental illness and substance abuse.

The purpose of the Innovative Responses to Behavior in the Community: Swift, Certain, and Fair Supervision Program (SCF Program) is to provide state and local parole and probation agencies with information, resources, and training and technical assistance (TTA) to improve responses to offender behavior in accordance with the principles of swiftness, certainty, and fairness, in order to prevent recidivism and reduce crime in their jurisdictions. Through this grant announcement, BJA will select multiple applicants to develop, implement, or enhance an SCF Program model.

The Edward Byrne Memorial Justice Assistance Grant Program (JAG), administered by BJA and authorized under Public Law 109-162 (see page 136), is the leading source of federal justice funding to state and local jurisdictions. The JAG Program allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions.

BJA’s Student Computer Forensics and Digital Evidence Educational Opportunities Program is an innovative new program that seeks to partner with an institution of higher education to further educational opportunities for students in the fields of computer forensics and digital evidence. This practical and academic program will better prepare students for employment within federal, state, local, territorial, and tribal law enforcement agencies that are charged with the prevention, investigation, and response to economic, cyber, and high-tech crimes.

Strategies for Policing Innovation (SPI) provides resources and opportunities to enable police agencies to identify and define their most pressing crime problems and institute lasting operational and organizational changes that foster reliance on and effective use of evidence-based practices, data, and technology.

Through this solicitation, BJA seeks a provider to operate a National Training and Technical Assistance Center (National TTA Center) that will assist and guide states, tribes and local governments to grow and enhance cross system responses between local law enforcement and their mental health and IDD service delivery partners; and to address local response, needs and outcomes for people with mental illness and intellectual and developmental disabilities.
