The Intellectual Property Enforcement Program (IPEP), administered by BJA, is designed to provide national support and improve the capacity of state, local, and tribal criminal justice systems to address IP enforcement, including prosecution, prevention, training, and technical assistance. Awards will be made by BJA to support law enforcement agencies in coordinating the goals, objectives, and activities of their IP enforcement task forces in close collaboration with the relevant state, local, tribal, and federal agencies, to include local U.S. Attorney's Offices (USAOs).

The BJA Southwest Border Rural Law Enforcement Violent Crime Reduction Initiative is an innovative new program that seeks to provide resources, training, and technical assistance to rural law enforcement agencies along the Southwest Border to assist with the reduction of violent crime, including drugs and human traffickers. The initiative will include two areas of funding; (1) field based initiatives, and (2) a TTA initiative.

The Upholding the Rule of Law and Preventing Wrongful Convictions (URLPWC) Program is committed to protecting the integrity of the criminal justice system and the consistent application of due process for all. The URLPWC Program supports efforts by both conviction integrity or review units (CIUs) and wrongful conviction review entities (WCR entities) that represent individuals with post-conviction claims of innocence to review individual cases.

Second Chance Act Program for Improving Reentry for Adults with Co-occurring Substance Abuse and Mental Illness improves access to and delivery of services to offenders with co-occurring substance abuse and mental illness when they leave incarceration to reenter the community. The focus of the Program is to provide standardized screening and assessment; collaborative comprehensive case management; and pre- and post-release programming that address criminogenic risk and needs, including mental illness and substance abuse.

The purpose of the Innovative Responses to Behavior in the Community: Swift, Certain, and Fair Supervision Program (SCF Program) is to provide state and local parole and probation agencies with information, resources, and training and technical assistance (TTA) to improve responses to offender behavior in accordance with the principles of swiftness, certainty, and fairness, in order to prevent recidivism and reduce crime in their jurisdictions. Through this grant announcement, BJA will select multiple applicants to develop, implement, or enhance an SCF Program model.

The Edward Byrne Memorial Justice Assistance Grant Program (JAG), administered by BJA and authorized under Public Law 109-162 (see page 136), is the leading source of federal justice funding to state and local jurisdictions. The JAG Program allows states and units of local government, including tribes, to support a broad range of activities to prevent and control crime based on their own state and local needs and conditions.

BJA’s Student Computer Forensics and Digital Evidence Educational Opportunities Program is an innovative new program that seeks to partner with an institution of higher education to further educational opportunities for students in the fields of computer forensics and digital evidence. This practical and academic program will better prepare students for employment within federal, state, local, territorial, and tribal law enforcement agencies that are charged with the prevention, investigation, and response to economic, cyber, and high-tech crimes.

Among its provisions, the STOP School Violence Act of 2018 authorized BJA to manage a grant program that would support efforts by states, local units of government, and federally-recognized Indian tribes to prevent and reduce school violence.

Strategies for Policing Innovation (SPI) provides resources and opportunities to enable police agencies to identify and define their most pressing crime problems and institute lasting operational and organizational changes that foster reliance on and effective use of evidence-based practices, data, and technology.

Through this solicitation, BJA seeks a provider to operate a National Training and Technical Assistance Center (National TTA Center) that will assist and guide states, tribes and local governments to grow and enhance cross system responses between local law enforcement and their mental health and IDD service delivery partners; and to address local response, needs and outcomes for people with mental illness and intellectual and developmental disabilities.

This program will address strengthening the Medical Examiner-Coroner system in two project areas by: 1. Increasing the number and quality of board-certified forensic pathologists; 2. Assisting ME and Coroner offices achieve accreditation through a recognized accreditation body.

The Second Chance Act Comprehensive Community-based Adult Reentry Program supports organizations or tribes providing comprehensive reentry services to program participants throughout their transition from jail or prison to the community. Under this solicitation, BJA is seeking applications to implement or expand on reentry programs that demonstrate strong partnerships with corrections, parole, probation, law enforcement, and other reentry service providers.

BJA is seeking applications for funding under the Justice and Mental Health Collaboration Training and Technical Assistance (TTA) Program. This program provides cross-system technical assistance to Justice and Mental Health Collaboration Program (JMHCP) grantees.

The Local Law Enforcement Crime Gun Intelligence Center Integration (CGIC) Initiative, administered by BJA in partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), is a competitive grant program that provides funding to state and local government entities that are experiencing precipitous increases in gun crime to implement comprehensive and holistic models to reduce violent crime and illegal firearms within their jurisdictions by enabling them to integrate with their local ATF Crime Gun Intelligence Centers (CGICs).

The purpose of this solicitation is to support law enforcement entities in building capacity and operational effectiveness as a core member of a collaborative, multidisciplinary human trafficking task force. Eligible applicants must operate as part of a multidisciplinary human trafficking task force and identify and partner with victim service providers to offer comprehensive services to all victims of human trafficking.

The Body-Worn Camera Policy and Implementation Program will support the implementation of body-worn camera (BWC) programs in law enforcement agencies across the country. The intent of the program is to help agencies develop, implement, and evaluate a BWC program as one tool in a law enforcement agency's comprehensive problem-solving approach to improve officer safety, enhance evidentiary value, and enhance officer interactions in ways that contribute to building community trust and facilitating cooperative engagements.

In support of the President's February 9, 2017, officer safety-focused Executive Order, this BJA National Officer Safety Initiatives Program is soliciting innovative approaches to augment law enforcement safety in a variety of key areas based on existing needs and emerging trends and concerns. The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for the FY 2018 National Initiatives: Preventing Violence Against Law Enforcement Officers and Ensuring Officer Resilience and Survivability (VALOR) Initiative.

Under the State Criminal Alien Assistance Program (SCAAP), the Office of Justice Programs (OJP) of the U.S. Department of Justice (DOJ) makes payments to eligible States and units of local government that incur certain types of costs due to incarceration of undocumented criminal aliens during a particular 12-month reporting period.
